A Duchy conaints counties, a kingdom contains duchies and counties, and Empires is the highest level of a state and contains them all. So applying this to bannerlord. An empire contains several kingdoms. So for example all the 3 kingdoms of the empire merging into one banner would make it an empire. VC is great, but the gameplay is totally different than the Warband. Horses play a very small role in VC and ranged weapons are weak. On the other hand battles on foot and thrown weapons are what the game is all about.
